Welded joints, cut edges and rusted steel all need cleaning up before they can be painted or handed over, and a flap disc is the usual tool for it. The layered abrasive flaps do the work of a grinding wheel and a sanding pad together.

Held at a shallow angle to the surface the disc blends and smooths; held steeper, it takes material off faster. Common jobs include dressing fillet welds, deburring plate, feathering old paint and preparing stainless before finishing. Change the disc once the flaps are worn back to the plate.
